People expect a clear "banned" for Kaduna, because it is a northern state with Sharia courts and because neighbouring Kano has made headlines for closing betting shops. The reality is different. Kaduna's own laws treat gambling, betting and games of chance as activities that need a state licence, and the state collects money from them. That is regulation, not prohibition.

Two state laws do the work. The Penal Code Law of Kaduna State 2017, sections 172 to 174, requires anyone running gambling, betting or games of chance to hold a licence. The Kaduna State Tax (Codification and Consolidation) Law 2020, Part X, sets out how that licence is obtained and names the Kaduna State Internal Revenue Service as the regulator.

Under section 86 of the 2020 law, a gaming company pays a non-refundable ₦400,000 registration fee and then applies in writing for an operating licence. Section 91, as reported when the law took effect, puts a 10% charge on stake money and on winnings, deducted by the operator and remitted to KADIRS every month.

This state-level approach became the national rule on 22 November 2024, when the Supreme Court held that the National Lottery Act applies only in the Federal Capital Territory. Since then each state, not the federal NLRC, decides who may offer betting within its borders — which is why a Lagos licence and a Kaduna licence are two separate things.

Kaduna is one of the twelve northern states that brought Sharia criminal law back around 2000–2001. Its Sharia courts sit alongside the regular courts and apply to Muslims. Islamic law forbids gambling (maisir), so for a Muslim in Kaduna, betting can be a religious offence even though the state's tax law licenses the business.

Kano shows how far enforcement can go. Its Hisbah corps has raided and shut betting shops more than once, citing Sharia. Kaduna has not taken that route; its well-known crackdown, in September 2020, was about unpaid registration and tax. But the difference is one of policy, and policy can change. If you are unsure how the rules apply to you, speak to someone you trust in your community rather than relying on a website.

Online, betting in Kaduna looks the same as anywhere else in Nigeria.
